Yep, based on the photo, that one was part of an official buy. For those who don't know, police departments often get their cars in batches from the manufacturers, then send them to a "cop prep" shop to fit them out to local department specs. This looks like someone told the "cop prep" shop "just leave the decals off a few". Maybe they wanted the Blues Brothers market.
