If you want to change to 24-hour time systemwide, here's how you do it in Windows 7: Start the "Region and Language" control panel (for example, by hitting the Windows key and starting to type "Region and Language"). In the "Formats" tab, set the Short time to "H:mm" or "HH:mm" depending on whether you want to display single-digit hours with a leading zero. Set the Long time to "H:mm:ss" or "HH:mm:ss". Click "Apply" or "OK". Lightroom should recognize the change the next time it's started.
