I just switched my Mac (running OS X v10.10.3 and Lightroom 6.0.1) to 24 hour clock. I then started up Lightroom and all the hours were shown in 24 hour time when I browsed the Metadata panel. I quit LR, switched back to 12 hour clock, and started up LR again … all hours were reported in 12 hour notation.
So … it might be an LR4 bug, or perhaps you didn't restart LR after changing the system preferences.
