Dan,
I don't have any idea about cruises, but I'd suggest that you should allow at the very least 3-4 days in St.-P.
(You won't be bored if you can spend more, say, 1-2 weeks. It's like in Paris.)
Plan at least a day in Petergof (Peterhof),  the summer residence of tzars.
Plan to visit Hermitage (closed on Monday, I believe). You may enjoy a special (separate) part of it: the gold (and diamond) room. I don't know how hard it would be to get in there ( there used to be a long lines in the morning, at the opening to buy a ticket for it).

In any case, I'd recommend summer, as it can get nasty in the fall and winter. Also, Petergof is only fully open in summer, when you can get there from the city by a fast boat, which is a nice trip by itself, if weather cooperates.
