Obviously this is a very personal thing, but I prefer 20mm for an all-around wide-angle focal length. I also find 28mm sometimes a bit "blah" (as in "not really all that wide"), but I also find that 24mm, while different, is not overly different. On the other hand, it seems to me that 15mm is too extreme for a lot of wide-angle shooting (it's mostly for very specialized images) (and the 15/3.5 is too big to carry around "just in case" anyway), so (for me) 20mm is the "sweet spot" for most wide-angle situations.
