Here is an email a received from my ISP regarding mail blocked by
passport.ca

Sorry for the way OT post

We are currently experiencing problems delivering email to some domains,
due to a manual block instituted on the mail servers of those domains. That
is unfortunate, but if a given provider has chosen to refuse mail from Road
Runner, there is very little that Road Runner can do to resolve the
situation, as that provider has deliberately chosen to not exchange mail
with us, or our customers. While we do not agree with this decision, we do
respect that each Internet Service Provider has the right to choose who to
accept mail from, as that provider owns their network and their mail
servers. Road Runner will attempt to make every effort to contact the
provider and attempt to resolve the situation, but sometimes that provider
will simply not unblock Road Runner.

Road Runner believes strongly in the fight against spam, and we make every
effort to address the spam problem with a thorough anti-spam policy, as
well as properly addressing issues associated with spam and abuse. We will
continue this effort, and will continue to work together with other
providers and the Internet community.

At this time, we would advise you that you can send mail to your intended
recipient via an alternative mail service such as Hotmail
(http://www.hotmail.com). When contacting the intended recipient, you may
wish to advise them that their ISP is blocking legitimate mail unfairly,
from over 2 million Road Runner customers, and perhaps they (the recipient)
might wish to consider the use of another Internet provider that allows
it's customers to communicate with responsible providers such as Road
Runner.
