Not surprising, when you can clearly see coating deterioration at the edges. In fact the flare given off by theses defects are clearly seen. Or it could be Canada Balsam separation - normally starts at the edges. Possible to identify only when one sees the lens.
Evil Bay is known to be notorious for passing off someone's defective stuff under the guise of a "dumbo" seller, but this is KEH?? I would avoid such lenses as the defects tend to grow over time. I say this with some experience on my $ 72 50mm f1.7 F lens bought from a mom & pop store from the Bay Area California.
