I do not accept that definition, and do not find it in any of my
dictionaries.

In any event, they did build and occupy cities.  Ireland had no cities
before the Vikings, who established Dublin. Cork, Waterford, Wexford and
Limmerick.  York was a Viking city for quite some time, as was Rouen.
Sliasthorp was there most important city in what is now Germany, and of
course there was the norse capital of Trondheim
