Those places started as villages, then grew into cities. I don't know
what your definition of a city is but it needs at least a couple
thousand people.

In any event, they did build and occupy cities. Ireland had no cities
before the Vikings, who established Dublin. Cork, Waterford, Wexford and
Limmerick. York was a Viking city for quite some time, as was Rouen.
Sliasthorp was there most important city in what is now Germany, and of
course there was the norse capital of Trondheim
