That's what I thought too, but they have no reason to lie to me.

Other than having screwed up and not finding the problem on the first go
round. They were wrong when they originally "tested" the heater and told
you it was good. Now they're looking for an excuse to cover up their
failure.

If they've finally fixed the problem I'd let the bogus explanation
slide, but keep a little healthy skepticism when dealing with them in
the future.
