Dave's pretty much answered this.  Yes, public transport is pretty good
and the Opal Card covers trains, buses and ferries.  If you're planning
to travel further afield from the Sydney metro area, a hire car would
give you better flexibility than relying on public transport - you'd
certainly be able to see more places.  No idea about Uber - never used
it, but I think it's well established here now.
