You must have an iPad mini 1 or maybe a 2. Not sure about the mini 2, but my 
mini 3 updates to the latest iOS 12.x rev. Yes, if you have a 1 or 2, it's best 
to update to the latest hardware. 

BTW: Keynote and iMovie have been freebies on the iPad since iOS v8 or so. 

Whenever you have a computing device, it is always best to keep it up to date, 
IMO. Otherwise, it's just a waste of money…
