iOS numbering does not have the pre-pended "10." that macOS numbering has. An iPad mini 2 should be upgradeable to iOS 12, although it may require a hardwired connection to iTunes on your computer to do it (at least according to the website). If it is truly an iPad mini 2, it should be upgradable and if you can't figure out how to do it, call Apple Support.
An iPad mini (1) cannot be upgraded past iOS 9.3.5. Does your mini have the 31 pin connector or the Lightning connector? If the latter, it's a 2; if the former, it's a 1. iMovie 11? On the Pad or on your macOS computer? I've never gotten my head around iMovie on macOS, but it's very easy to use on iOS. However, I'd suggest Keynote for a presentation anyway, over iMovie. iMovie is designed to edit motion work and is more facile at that then at presenting still images.
