In the horse-and-buggy days, when most buggies did not have a roof, it gave young couples a place to canoodle in the rain. :-)
Seriously, though, the roof and side walls reduced weathering of the frame and deck, and greatly reduced the occurrence of an icy or otherwise slippery deck in the northern winter.
