Jim, I had deliveries from the USA from both business and privates. I believe the customs will charge 10% as Duty in US imports and 20% VAT. I never had to send up documents to them as long as value and nature of the delivery was declared on the box. Delivery time was around 1 week or so. He won't escape the taxes unless you declared the item as a gift and the value is less then 100 Euro/$ or so. The taxes will be paid to the postman delivering the item who, BTW, has no responsibility for the actual acquisition of the item by the recipient, he can leave it on the doormat or near the mailbox, if there's nobody home and he feels like it.
