I have never had a problem using a tripod in Central Park. I am less familiar with the two botanical gardens, but from what limited recollections I have of both (infrequently visited and not lately), it may be a problem. At Bronx, much of interest is indoors and I suspect they would not like anyone to block one of the narrow aisles. At Brooklyn many of the paths outdoors are pretty narrow, and crowded on weekends.
