Don't know much about Elements, but in Photoshop there's a tutorial (I think, on Luminous Landscape) on "contrast masking" -- does a similar thing (in a nutshell: copy bg layer, desaturate, invert, set blending mode to color burn, and apply gaussian noise to it with radius 20-70 pixels, depending on what suits the image)
