Try to carefully depress the pin "shutter release ( from camera )".
If you can't do that at all, there is a mechanical fault in the winder. The
possible movement is only a small one but there has to be one. 
This part is normally depressed mechanical by the shutter release button of
the camera.
It closes inside the winder an electrical contact to battery minus which
starts the motor. 
It is located in the wiring diagram:

near the remote socket.
The motor then raises the pin "shutter release ( to camera )" and starts a
mechanical shutter release of the camera. If you press this one with a
needle, it will release the shutter.
If you depress the pin "shutter release ( from camera )" with a multimeter
tip which is connected at the other side of the cable with K4 ( see circuit
diagram ), it should start the motor ( IIRC ). 
Will work of course only if the power switch is in position "C" or "S".
