A few weeks after Sept 11, 2001, I was chased out of the Wall Street area after I raised my p&s digicam to take a picture. The cops there aren't so jumpy nowadays, but there was a recent shooting near the UN, so I guess I can understand why the police there might be on high alert, especially with the recent Security Council actions.
