On a related note, I can bind and use ssh bound to the keepalived
address, so this suggests something in the application, although strace
shows nothing interesting...
Time to start dropping printf's in the code...

No, it never makes it that far. I can't even telnet to port 53 on that
address. I have no firewall set up, so I can't imagine what's
happening here.
