And the latest (as of 3 weeks ago...) 3 series of pdns also exhibits
this behavior.

On a related note, I can bind and use ssh bound to the keepalived

Time to start dropping printf's in the code...

I'm not sure that this is a powerdns problem, per se, but it seems
to only affect powerdns.
I have a keepalived setup using a /16 network. When pdns binds to
the keepalived port, udp queries work just fine, but tcp queries
fail with a "tcp port domain unreachable".
Is there anything in the PowerDNS log for a failed query? Could you
tcpdump a failing query?
Kind regards,

No, it never makes it that far. I can't even telnet to port 53 on
that address. I have no firewall set up, so I can't imagine what's
happening here.
