The ttl of geo.tv is 60s. So it works as designed. You can not increase the ttl of a RR in your cache. This is not allowed. But you can set a upper limit with

max-cache-ttl.

see the results it should be 0 msec but even after less then 2 minutes
interval it resets the cache. here is the config output
