Whenever one of her employees modifies a file, it changes the ownership
of the file, and my sister has to go to the file properties and change
ownership so that either she or the other coworker can modify the file.
If memory serves, OS X "Windows File Sharing" is just Samba mixed with a
bit of GUI goodness. I haven't used it in a while, but I'm pretty sure
this issue is a FAQ for Samba... it may be far easier to find your
solution by including "samba" in your search.
I think you mostly need to make sure that the group id gets set to something all relevant users belong to.
man smb.conf, see the sections on "force group" and "force user".
