Broadband can be had most anywhere... but it can't hurt to check. You could use a reverse lookup directory to get *a* phone number for the address you're interested in and do a loop qualification test on that.
As for safety, I would consider 85% of Portland proper to be at least as safe as the burbs you're looking at. You may find this interesting:
I'll agree with that. Infact, I'm more afraid of the burbs here then the city itself. If you're looking at Lewis and Clark, might consider the Barbur/SW area. If you're driving and/or taking public transportation this city is a piece of cake to get around in a timely manner.
