I live about 3 miles west of Washington square. The dslams are full here,
and Verizon isn't going to add ports at the CO until 2006. The cable from
Comcast is pretty good though, although it's gone down 4-5 times in the last
month, beats Verizon's DSL though. . . 

This is quite a safe neighborhood, and if you head out ~1-2 miles further on
Scholls ferry you get right into farmland country, which is kind of neat if
you need to decompress and stuff. Houses are bloody expensive; some guy on
the block sold his house (nothing impressive) for $279,000. You'd probably
want to consider renting a house with a couple of other people as the
apartments are, well, kind of shitty in the area. Nothing terrible, mind
you, but I've had a couple bad experiences. 

Also, if you're doing the whole public transit thing, you might want to know
that this is kind of a bad area for that. If you plan to get a place
anywhere off Roshak road, well, the nearest bus stop is on Scholls ferry,
which can be a bloody miserable x mile walk in the rain. Also, there is no
bus that goes directly to Highway 99, you have to transfer at the Washington
Square transit center and then again at the Tigard transit center (and if
you miss either, you get to wait 30 minutes). There isn't any bus service on
Bull Mountain either (a bit further westward). The area is also kind of a
pain to bike, if you go east on Scholls Ferry Road, it is not that bad, but
there are a couple of hills north on Murray Road will tire you out. Bull
Mountain is a pita to bike up. 
Basically a car is needed unless you don't mind taking an hour and a half to
get anywhere.
