You'll probably need to install a mysql driver from source using a package that either includes the windows libs it needs (you might try this one: http://raa.ruby-lang.org/project/mysql-ruby-win/) or use a native ruby driver. I haven't done this in a while (pretty much don't leave linux-land these days, if I can help it), but I know it works. I just got a new laptop from work that still has XP on it, though, so I might have to give it a shot later to refresh my memory.
