There's a good selection of ISPs in Portland available for leasing rack space. You didn't mention how many rack units you need so this may not apply. But, I can suggest two worth investigating and one that doesn't suit your needs.
My networking guru contacts at HP strongly suggested Inflow. However, they only do whole racks so I haven't been able to use them. EasyStreet is a major player and definitely worth checking out. I've been talking to them about ethernet service for work but we're not able to jusity the cost yet. I have equipment at Opus:Interactive. It's mostly a Windows shop but they let me stick a 4U FreeBSD box there. However, I can not recommend them based on your needs. Regarding the remote reboot and console, you may want to consider adjusting these requirements. If you have good 7x24 support you can use this for your reboots and remote-hands.
