It says that Arabic characters are not available in all styles, but I
think that means Arabic is available for some styles.

So, possibly you won't have bold or italic for Arabic. Or support may
not be complete for condensed fonts.

So, in Arabic/Persian, you will have less control over the kinds of
typography, but I think if your goal is to simply have some Persian
onscreen, you can do that. I see what look like Arabic here:
http://dejavu.sourceforge.net/samples/DejaVuSans.pdf and Wikipedia says
hamze is U+0621, U+0623, U+0626, and U+0624. I see entries in the above
PDF for these code points.

I don't know if some PEBL tasks require aspects of the font that are not
available. I think you will have to have at least a rudimentary
understanding of the technical aspects (what a font is, what a font
style is, etc.) to make this work.
