It says that Arabic characters are not available in all styles, but I think that means Arabic is available for some styles.
https://dejavu-fonts.github.io/Samples.html So, possibly you won't have bold or italic for Arabic. Or support may not be complete for condensed fonts. So, in Arabic/Persian, you will have less control over the kinds of typography, but I think if your goal is to simply have some Persian onscreen, you can do that. I see what look like Arabic here: http://dejavu.sourceforge.net/samples/DejaVuSans.pdf and Wikipedia says hamze is U+0621, U+0623, U+0626, and U+0624. I see entries in the above PDF for these code points. I don't know if some PEBL tasks require aspects of the font that are not available.
