Do you want to have a git repo on git.php.net (which will be mirrored to github.com/php)? - I'd personally prefer that as that would give us the (more theoretical) option to do mass updates as in https://svn.php.net/viewvc?view=revision&revision=297236 when changing APIs and pass it over to a new maintainer while keeping master location.
