Well, is it that hard to add a license file? Would it help if I add it
myself? OCI package is under a given license, it should not be a
problem to push this license file. If it is, then there is maybe other
issues with OCI and its license and that could worry me much more that
this little change, which benefits all of us.

That's easy to fix and note was taken, it will be fixed as soon as
possible. PR or patches welcome if we are not fast enough :)

And block for package having issues like version or license. That's
not a IANAL move but a real issue we need to address and solve.

To distribute extensions without any open questions about licenses and
allow them to be distributed in one form or another. Any other project
does the same.
