It's a problem for me personally. While I expect there will be no issues, that's not for me to decide. IANAL and if I'm merging a file which makes a claim of the nature under discussion, I would like to run it past someone who is. The PHP & PECL processes etc will take a bit of time to explain. There will be cross checking of any new file compared with the file headers & package.xml, discussion of licenses etc. And my group's representative has been on short vacation, and is likely to have a backlog of business-critical issues to handle first. In the meantime I'm blocked from distributing valid code in the way it previously could be. The upload block is a purely technical limitation imposed without a grace period, and that could be resolved by additional logic to check package.xml's <license> tag. Or it could be moved to a later stage of any distribution process.
