In that case it should be a bit easier to get some answers. Maybe contact devs at the IBM Toronto Lab and ask who is currently responsible for the PHP driver code. Maybe it has been moved back to Toronto, who knows. The drivers were moved to client development at one point... Marking the extension as abandoned and/or blocking access to the current maintainers (which can't be called maintainers anyway) might force IBM to do something.
