That's what I've been implying.
I don't see Protel being able to produce a fully functional Verilog compiler / Simulator / Fitter, which actually will fit good to the chosen PLD with the latest fitters creating the best results.
Just to clear this last bit up, Protel doesn't do the place and route (fit) - the manufacturer tools are used as a back end for this.
