Yes the problem was the date.  Protel is now working.
Mental note: Protel will not work when the date is set to the year 2053.
Thank you for your help and I hope I provided some amusement to you.
Even though I am an advanced computer user I feel like I just called the
help line to get my computer working and then realized that my computer was
not plugged in.

So now that I know that Protel will not install in the year 2053 I better
start looking around for some options between now and then.  Is this the
reason to upgrade to DXP?
I though the Y2K thing was a while ago.

If your hard drive isn't dying, or if you haven't self-infected your
computer(2053?), then check your file associations. Classic problem with
Protel is it's stupid inability to digest files that aren't specifically
associated with it. Just another of Protel's idiot-savant character.
Imagine, for instance, that because you install Winamp, Windows media
player can no longer open media files. Or visa versa.

Open Explorer->tools->folder options->file types...

Or find a Protel <insert name>.ins file using explorer, then
File->Properties->General, press change button next to "opens with"...
