They are correct on asking you to do that.
Depends on how many boards you are ordering and what's
your min. trace width and clearance it might be very
important to have  any kind of text printed on the
layer.
Could be 1, 2, C, B or whatever you want but clearly
readable.
Why?
Because they have to mirror the layer to have the
traces/spaces as close to the specified as possible.
For example bottom layer comes mirrored when you
export the gerber but the top layer is not. The image
from the film should be as close to the copper as
possible. If the image is on the other side of the
film, then your traces will be wider if you understand
what I mean.

So, to have this done, they need to have a text
properly oriented on your gerber file. Top layer
should have a text readable from the top (and they'll
mirror the layer). Bottom layer should have a mirrored
text (and they won't mirror the layer).
The file extension doesn't help if they have many
different boards placed on the panel and don't know
which one which was.
If you don't want the text to appear on your board,
place it outside the board outline but it should be
there.

This is for your good. Help them to manufacture your
board correctly.
