Oops! Really stupid mistake on our end... We had Pad/Via Holes layer switched off, and were just looking at just the multi-layer plots (which included the top and bottom pads, as you mentioned, hence why we saw this particular 'shrinking' effect since the multi's were covering up the inner plane expansions. Thanks ever so much for the prompt response!!
