I think that you could very well be right, with two files they may have
just missed the second file anyway and plated whichever file they did find
whether it was the plated or unplated holes. There is a great separation in the
quality and reliability of Asian shops. There are those that will compete toe -
toe with most any American shop and there are those that just find it too
difficult to hold a job for a day or two and get proper confirmation when there
is an issue. Fortunately I never ran into much of the latter (just one but in a
very funny and non-critical way).
One of the biggest aspects to consider when dealing with foreign shops
is language. Always consider that their average employee probably can't read
even your file names and make sense of them. Then draw drawings with names and
numbers because they will communicate the intent that just gets lost in words
on a foreign language speaker. (ie. Drill charts that include size and Tool
number, possibly a separate column for plated and unplated indication. A layer
stack-up that actually includes your filenaming for each layer, then they can
do a simple match and comparison without understanding English.) Just think of
how you would do it in their shoes if you had a bunch of docs in a foreign
language but you had to do the job anyway.

we generally do formal fab drawings with layer stack up, materials, all
necessary callouts to build the bds but do not do a drill dwg
because it is in the drill data and saves work
yeah yeah i know
but it has always worked in USA :)
i do think that if we had had 2 drill files as i have heard discussed
that too would have solved this issue
