This should more correctly be called component relocation because 
components matching those in the PIK file already have to be on the board 
somewhere for this to work. For Protel99SE, you go to 'Tools>Auto 
Placement>Place from File' and select your PIK file.    The designators and 
footprint names have to be the same for both the components to be relocated 
and those in the PIK file.

For DXP2004, it works the same except you go to 'Tools>Component 
Placement>Place from File' and select your PIK file.
