Generally speaking, a PCB outline is defined by a track/trace/whatever, used to define the outer boundary (perimeter) of the PCB. One drags the vertices of this board outline to redefine the board dimensions.
At least, this is how it's done with most software. In Protel, at least up to and including v99SE, the keepout layer is used for this purpose. In PCAD there is a dedicated layer called, suprisingly enough, "board".
