Silly me, The PCB lines I expected to see were put on the keep out layer instead of Mechanical1 layer and were the same color (pink).

If you copied the board outline from Mech4 to Mech1, then you should be able to see the board outline when viewing Mech1 in single layer mode. It sounds like you are saying you have done that but don't see the board outline. Your use of "them", "they" doesn't make it absolute about which detail(s) you are describing/seeing/asking about. Different people use different layers for board outlines in Protel. I have heard mention of people using Mech1, Mech4, our company uses the Keepout layer. Personally, I have never used any of Protel's built-in functions for board outlines, strictly lines drawn on appropriate layers.
