In Protel 99 SE I have a problem with customizing the shortcut keys for
PCB:SetCurrentLayer

I have added shortcut keys so I can do most command with my left hand but I
am having trouble with the PCB:SetCurrentLayer command.  It will not
automatically place a via when I toggle layers.

I set the shortcut for the 'T' key to be the same as the shortcut for the
'+' key on the number-pad.  The command is PROCESS: PCB:SetCurrentLayer;
PARAMETERS: LayerName = Next.

Normally, while placing a trace on the bottom layer and pressing the '+'
key, the trace will toggle from the bottom layer to the top layer AND place
a via to connecting the two layers.  When I set the 'T' key to do the same
command it does not work. I toggle from the bottom layer to the top layer
but NO via is automatically placed.

Is this something I have to live with?
