If all else fails, try cutting or copying a short track (on the Top layer)
into the clipboard, and then paste (a copy of) that track (from the
clipboard) onto a pad located on the same layer. Hopefully you will be able
to subsequently route from the other end of that track (or at least while
Single Layer Mode is selected) without the problems that you are
encountering while attempting to route from the pads instead.

I can't guarantee that this will work, ... but it might.
