Did you check the Anti-virus issue, is there a possibly there's some AV
software running that you do not even know about? If you have done the complete
clean uninstall, it is one of the few ideas that I can think of. With P99SE
people did not generally experience a lot of these types of problems.
What format are you using for your file management with P99SE, the .DDB
format or the Windows file management?

I have tryied clean uninstall proposed from Protel but with no success.
After I reinstalled Protel 99se SP6 it worked fine for a while, then when
tryed opening some of pcb designs it reported the same error message like
before:
"Format '%x' invalid or incompatible with argument."
After 10 attempts (opening and closing design) i managed to open it without
errors.
It's strange to me that on the slower machines it runs perfectrly!
