Probably better to make the pad slightly smaller than the hole (0.1mm should be enough) to remove the risk of copper slivers remaining if the drilling isn't 100% accurate. The downside of this is that the autorouter DRC check uses the pad rather than the hole so you need to be careful there. Interestingly enough, Cadence has the same 'feature'!
