Dusan, If you're using P99SE, then I believe the tool of choice (that came with P99SE) is Camtastic.
If you're using the renamed product, (Altium DXP or the latest wall-street inspired deceptive subterfuge namechange version of Protel EDA) then I believe that panelization is built-in.
