A warning about the P99SE linking:
It will only link to a DBIII or DBIV database (so most need a
conversion step/utility). There is absolutely no support for other DB
structures. It will also only link the Partfields, no other fields (no part
type, no footprint, etc.). The other caveat is the P99SE linking is very, very,
slow. A 10 page B size schematic could take approx. 10 - 15 minutes linking
data into 3 Partfields. I think they have a Gerbil running on it's treadmill
during that part of the program.
That said, if you get your information into the Partfields, Geoff
Harland wrote a handy-dandy Add-on for P99SE that will allow you to copy info
from the Partfields into most of the other non-Partfields. It runs quite well
and is actually quite fast, especially when compared to the P99SE database
linking. The Add-on can still be found on the Protel Yahoo group file area or
if you email me, I could foward a copy.

You are absolutely right, Alfonzo. It's been so long since I've used
99SE that I had forgotten.
Page 159 of the manual at:
http://www.altium.com/files/protel/legacy/handbookp99se.pdf shows how
to link schematic libraries to an external database.
