As you say, Gary F, it's a trivial but interesting question on pronunciation. I myself, to myself, pronounce 'dicent' as 'die-cent'; rather than 'decent' yet also with the soft c. And 'dicisign' also with the soft c. My 'cultural norm' (shades of Stan!) suggests a soft c after the vowels of 'e' and 'i' and a hard c after the vowels of 'a' and 'o'.
