Your question « How do you mean what you read or say,
or do? (Or does it all mean you?) » is indeed central.  
Just went through chpts 4  (meaning and
modeling, modeling of meaning) and was kind of surprised not to find much on
the Interpreter which is for me key relatively to meaning generation in
the Peircean approach. Perhaps you could tell more on this ?

You may remenber of a
system/evolutionary modeling of meaning generation presented at Peirce-l years 
ago where meaning is generated by a system submitted to an internal constraint 
that has to be satisfied (like "stay alive" for animals, and "look for 
happiness" or  "limit anxiety" for humans). There is now more on that subject 
in a book
chapter ( http:/philpapers.org/rec/MENCOI). 
Regarding humans (your question), meaning generation remains a  complex & 
difficult subject because performances like self-consciousness and free-will
have to be taken into account. It is then necessary (I feel) to look at a 
possible nature of human mind to access the content of human constraints 
(introduced in book chapter). Best,
