book issued in countries which did not sign the ILO convention 108 Recently,
some incidents have been reported in the shipping industry in which Filipino
crewmen were penalized at Brazilian ports (Recife and Suape) due to the fact
that the Philippines has not ratified the ILO convention 108 - Seafarer's
Identify Documents Convention (ILO 108), 1958. The crewmen concerned were
prohibited from disembarking at the concerned Brazilian ports. The ILO 108
foresees that ship crewmen in possession of a valid seamans book do not
require a visa in their passports, and that ship crewmen must present a valid
seamans book (in accordance with the ILO 108) to be able to go ashore or
disembark. The decision of the Immigration Authority in Brazil now is that a
seamans book issued in a country which has not signed the convention will not
be accepted. In addition, ship crewmen whose seamans books have been issued by
countries that have not ratified the ILO 108 may be fined by the Brazilian
Immigration Authorities. According to the ILO website, neither the Philippines
nor Croatia, two of the largest suppliers of crews, are signatories to the ILO
108. Though the seamans book is only required if the crewmember disembarks or
comes ashore while the vessel is in port, particular caution should be paid to
avoid unnecessary penalties.
