Fungsi nya untuk pendataan pekerja di luar negeri, sehingga jika ada masalah gampang di runutnya. Semua yg keluar negeri untuk kerja harus punya, karena gak akan lolos imigrasi kalau gak ada stempel pengesahan KTKLN. Gak ada biaya alias gratis untuk buatnya, gak tahu ke depannya kalau hubungan nya dengan pajak yg harus dibayar.
